Is this a injured white winged scoter

Hi

I was at Lasalle today and saw this guy. Think it is a white-winged scoter and I am wondering if he is injured. He seems to have a stick in his back end. Not a great shot but maybe someone will be able to tell. He was diving just fine. Did not see him flying at all.

It does look like a stick doesn't it? I am not sure. If I head that way this weekend I will try and look for it.

I have a picture of the same bird. and at the rear it looks like it has fishing line wrapped around .
